Det er grunnen til at jeg investerte betydelig tid, penger og krefter i en oppskaleringss\u00f8knad som fulgte Innovasjon Norges publiserte kriterier tett. Det er ogs\u00e5 grunnen til at jeg flyttet virksomheten nordover, fullt klar over at Oslo-baserte selskaper ofte nedprioriteres i praksis.<\/p>\n\n\n\n<p>I ettertid var den troen naiv.<\/p>\n\n\n\n<p>Det som f\u00f8lger er ikke en klage over avslag. Det ble opprettet fordi det fantes et tomrom som ingen andre fylte.<\/p>\n\n\n\n<p>Norge har verdensklasse landskap, men overraskende d\u00e5rlig nasjonal informasjon om sykkelinfrastruktur. Ruter var fragmenterte. Data var utdatert. Regioner konkurrerte i stedet for \u00e5 samarbeide. Turismen fortsatte \u00e5 bli kanalisert til de samme overfylte destinasjonene \u00e5r etter \u00e5r.<\/p>\n\n\n\n<p>S\u00e5 jeg bygde infrastruktur.<\/p>\n\n\n\n<p>Ikke et turselskap.<br>Ikke en bestillingsplattform.<br> Ikke en destinasjonsmarkedsf\u00f8ringsside.<\/p>\n\n\n\n<p>En nasjonal digital plattform som lar folk sykle Norge uavhengig, sprer turismen geografisk, st\u00f8tter lokale bedrifter indirekte, skalerer nasjonalt med lave marginalkostnader, og flytter reiser bort fra biler og bobiler.<\/p>\n\n\n\n<p>Det ble bygget sakte, metodisk og i det offentlige.<\/p>\n\n\n\n<p>Over tid vokste plattformen til \u00e5 omfatte hundrevis av ruter, titusenvis av brukere og nesten en million \u00e5rlige visninger per \u00e5r. Dette er ikke ambisjoner. Responsen var grei: prosjektet var for tidlig, for upr\u00f8vd, og manglet tilstrekkelig skala.<\/p>\n\n\n\n<p>Den vurderingen var rettferdig. Jeg godtok den.<\/p>\n\n\n\n<p> Og jeg gjorde det nyskapere gjentatte ganger blir bedt om \u00e5 gj\u00f8re: jeg beviste det.<\/p>\n\n\n\n<p>I l\u00f8pet av de neste tre \u00e5rene vokste trafikken jevnt. Inntektene ble forutsigbare. Partnerskap dannet seg organisk. Plattformen demonstrerte nasjonal rekkevidde og indirekte \u00f8konomisk innvirkning p\u00e5 tvers av regioner. Viktigst av alt, den fungerte uten institusjonell st\u00f8tte.<\/p>\n\n\n\n<p> Med enhver rimelig definisjon var dette ikke lenger en tidlig-fase oppstartsbedrift. Det var en vekstbedrift i drift.<\/p>\n\n\n\n<p>S\u00e5 i 2025 s\u00f8kte jeg igjen, denne gangen under Innovasjon Norges skala-opp-rammeverk, akkurat slik det ble beskrevet i deres eget materiell.<\/p>\n\n\n\n<p>S\u00f8knadsprosessen var omfattende. Den krevde finansielle prognoser, markedsanalyse, begrunnelse for innovasjon, risikovurdering, forklaring av sosio\u00f8konomisk innvirkning og samsvar med nasjonale prioriteringer. Jeg forhastet meg ikke. Jeg s\u00f8kte r\u00e5d. Jeg foredlet spr\u00e5ket. Jeg s\u00f8rget for at prosjektet samsvarte med de angitte kriteriene.<\/p>\n\n\n\n<p> Jeg tok ogs\u00e5 en beslutning som ikke burde ha noe \u00e5 si, men som har det.<\/p>\n\n\n\n<p>Jeg flyttet virksomheten til Troms\u00f8.<\/p>\n\n\n\n<p>Alle som er kjent med systemet, forst\u00e5r den ubehagelige virkeligheten: regional forankring avgj\u00f8r ofte hvor seri\u00f8st en s\u00f8knad blir tatt. Til tross for Innovasjon Norges nasjonale mandat, p\u00e5virker geografisk n\u00e6rhet fortsatt tilgangen. Bekreftelsese-poster kom. En navngitt r\u00e5dgiver ble tildelt. Det kom forklaringer om arbeidsmengde, tidsplan og hvorvidt prosjektet krevde nasjonal fremfor regional h\u00e5ndtering.<\/p>\n\n\n\n<p>Ingenting ble lovet. Ingenting ble avsluttet.<\/p>\n\n\n\n<div style=\"height:3px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<hr class=\"wp-block-separator has-css-opacity is-style-default\"\/>\n\n\n\n<blockquote class=\"wp-block-quote has-text-align-center is-style-large is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cDette er ikke oppskaleringer. De er etablerte akt\u00f8rer.\u201d<\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity is-style-default\"\/>\n\n\n\n<div style=\"height:6px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/blockquote>\n\n\n\n<p>S\u00e5 ankom januar. Telefonsamtalen var rolig, profesjonell og kjent. Budsjettet var redusert. Prioriteringene hadde endret seg. Det var ingen finansiering tilgjengelig for \u201cdenne typen prosjekt\u201d.\u201d<\/p>\n\n\n\n<p>Det var ingen kritikk av modellen.<br> Ingen diskusjon om innovasjon.<br> Ingen indikasjon p\u00e5 hva som kunne forbedres.<\/p>\n\n\n\n<p> Etter tre \u00e5rs bevis var resultatet i praksis uendret fra det upr\u00f8vde stadiet.<\/p>\n\n\n\n<p>P\u00e5 det tidspunktet sluttet situasjonen \u00e5 v\u00e6re frustrerende og ble avsl\u00f8rende.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><div class=\"theme-image-wrapper\"><img decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-109-1024x682.jpg\" alt=\"\" class=\"wp-image-36681\" srcset=\"https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-109-1024x682.jpg 1024w, https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-109-300x200.jpg 300w, https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-109-768x512.jpg 768w, https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-109.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/div><figcaption class=\"wp-element-caption\"><em>Tester alle typer overnatting tilgjengelig for syklister. <\/em><\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\"><strong>Hva blir faktisk finansiert?<\/strong><\/h3>\n\n\n\n<p>Hvis en skalerbar, nasjonal digital plattform med p\u00e5vist bruk anses som \u201cikke finansierbar\u201d, reiser det et \u00e5penbart sp\u00f8rsm\u00e5l: hva blir finansiert?<\/p>\n\n\n\n<p>Innovasjon Norge publiserer sine tilskuddsdata, s\u00e5 jeg gjennomgikk tildelingene til reiseliv for 2025.<\/p>\n\n\n\n<p>M\u00f8nsteret er tydelig. Majoriteten av finansieringen g\u00e5r til veletablerte hoteller, campingplasser, alpinanlegg, destinasjonsmarkedsf\u00f8ringsorganisasjoner, regionale turistorganer og andre kapitalkrevende akt\u00f8rer.<\/p>\n\n\n\n<p>Mange har eksistert i flere ti\u00e5r.<br> Mange eier betydelige fysiske verdier.<br> Mange opererer i modne markeder.<\/p>\n\n\n\n<p> Dette er ikke scale-ups. De er etablerte akt\u00f8rer.<\/p>\n\n\n\n<p>Det betyr ikke at de ikke fortjener finansiering, men det belyser en motsetning mellom hva Innovasjon Norge anser som innovasjon og hvordan det anvendes i praksis.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><div class=\"theme-image-wrapper\"><img decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-67-1024x682.jpg\" alt=\"\" class=\"wp-image-36677\" srcset=\"https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-67-1024x682.jpg 1024w, https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-67-300x200.jpg 300w, https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-67-768x512.jpg 768w, https:\/\/cyclenorway.com\/wp-content\/uploads\/2026\/02\/CycleNorway_-67.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\"><strong>Forklaringen som lukket saken<\/strong><\/h3>\n\n\n\n<p>Den tydeligste innsikten kom ikke fra selve avvisningen, men fra den skriftlige forklaringen.<\/p>\n\n\n\n<p>Innovasjon Norge bekreftet at s\u00f8knaden ikke ble vurdert opp mot andre reiselivsprosjekter, at nasjonale digitale plattformer faller utenfor interne prioriterte politikkomr\u00e5der, og at innovasjon prim\u00e6rt tolkes som ny teknologi fremfor nye systemer, modeller eller infrastruktur.<\/p>\n\n\n\n<p>Samtidig ble det i 2025 delt ut millioner av kroner til etablerte reiselivsakt\u00f8rer som hadde prosjekter som ikke involverte noen ny teknologi i det hele tatt.<\/p>\n\n\n\n<p>Motsetningen er vanskelig \u00e5 ignorere.<\/p>\n\n\n\n<p>Innovasjon blir ikke avvist p\u00e5 grunn av manglende effekt eller tilslutning, men fordi den ikke passer inn i en snever intern definisjon som ekskluderer systemendring ved design.<\/p>\n\n\n\n<p>N\u00e5r policydefinisjoner utelukker strukturell innovasjon, samtidig som de finansierer kontinuitet under samme fane, er problemet ikke lenger individuelle beslutninger. Gjentatt ofte nok antyder de noe annet: innsnevret skj\u00f8nn, redusert appetitt p\u00e5 kompleksitet, og \u00f8kt avhengighet av rigide retningsgrenser.<\/p>\n\n\n\n<p>Institusjoner under press har en tendens til \u00e5 minimere risiko fremfor \u00e5 h\u00e5ndtere den. Det er ingen anklager om ulovlighet.<\/p>\n\n\n\n<p>Det som er synlig i stedet er institusjonell drift: en gradvis divergens mellom misjon og oppf\u00f8rsel drevet av insentiver, risikounng\u00e5else og internt press.<\/p>\n\n\n\n<p>Innovasjon Norge har i oppgave \u00e5 st\u00f8tte innovasjon og risiko. Likevel favoriserer resultatene fra finansieringen overveldende sikkerhet, etablerte interesser og kjennskap.
