To av landets mest verdsatte grusveier, hyllet av syklister og fremhevet som modeller for b\u00e6rekraftig turisme, kan snart bli stengt eller til og med stengt for sykler hvis regjeringens <a href=\"https:\/\/www.regjeringen.no\/contentassets\/261edaf87efa407fb414ad956ed9d3e3\/no\/pdfs\/t-1602-b-tiltaksplan-for-villrein-rondane.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">Handlingsplan for Rondane villreinomr\u00e5de<\/a> blir implementert av lokale kommuner.<\/p>\n\n\n\n<p>Ved f\u00f8rste \u00f8yekast virker historien enkel: villrein er truet, og regjeringen \u00f8nsker \u00e5 beskytte dem. Men under overflaten stemmer ikke detaljene. Tidspunktet er feil. Vitenskapen er tynn. Dette er kronjuvelen i&nbsp;<strong>Tour de Dovre<\/strong>, en 130 kilometer lang sl\u00f8yfe sydd sammen med offentlige midler og markedsf\u00f8rt internasjonalt som et utstillingsvindu for b\u00e6rekraftig turisme. Den snor seg opp fra Eikesdalen i en umulig serie av h\u00e5rn\u00e5lssvinger f\u00f8r den krysser et goldt, vindbl\u00e5st plat\u00e5. Bygget for vannkraftutbygging, har den blitt en pilegrimsrute for grussyklistene som s\u00f8ker stillhet og storslagenhet.<\/p>\n\n\n\n<p>Dette er ikke bare veier. De er symboler p\u00e5 en fremtid der turismen tr\u00e5r lett, der sykkelen st\u00e5r som et svar p\u00e5 skadene fra massiv motortrafikk. M\u00e5let er edelt: stanse nedgangen i Europas siste genuint ville reinsdyrpopulasjoner innen 2030. Ti\u00e5r med press fra hytter, vannkraftverk, motortrafikk, jakt, milit\u00e6re treningsfelt og klimaendringer har fragmentert trekkruter og redusert kalveoverlevelse.<\/p>\n\n\n\n<p>Blant de foresl\u00e5tte tiltakene finnes nye restriksjoner p\u00e5 ferdsel. Veier kan bli stengt for allmenn trafikk, parkering forbudt og telting forbudt. Og gjemt i detaljene finnes to setninger som sendte sjokkb\u00f8lger gjennom det norske sykkelmilj\u00f8et: Aursj\u00f8vegen og Grimsdalen b\u00f8r stenges helt eller delvis for syklister.<\/p>\n\n\n\n<p>Logikken? Men virkeligheten p\u00e5 bakken er veldig annerledes.<\/p>\n\n\n\n<p>Den mest sensitive perioden for villrein er&nbsp;<strong>midten av april til midten av juni<\/strong>, kalvingsperioden. Forstyrrelser der kan f\u00f8re til at m\u00f8dre forlater kalver eller at flokker sprer seg. Men her er haken: nesten hele den perioden,&nbsp;<strong>veiene er ikke engang \u00e5pne for syklister<\/strong>. Aursj\u00f8vegen og Grimsdalen ligger under sn\u00f8 til begynnelsen av juni, og blir f\u00f8rst br\u00f8ytet og \u00e5pnet i l\u00f8pet av den f\u00f8rste eller andre uken i m\u00e5neden. Reinsdyrene s\u00f8ker seg til h\u00f8ytliggende, avsidesliggende omr\u00e5der for \u00e5 f\u00f8de, langt unna veier og menneskelig kontakt.<\/p>\n\n\n\n<p>N\u00e5r syklene dukker opp, er kalvene allerede p\u00e5 beina og godt p\u00e5 vei bort fra veiskulderen. Reinsdyr unng\u00e5r uansett \u00e5 v\u00e6re n\u00e6r veier. Og sammenlignet med b\u00e5ttrafikk, jegere eller bobiler, utgj\u00f8r syklister blant de minste truslene.<\/p>\n\n\n\n<p>Det er ingen bevis for at et forbud mot en h\u00e5ndfull syklister p\u00e5 grusveier vil utgj\u00f8re noen forskjell for reinsdyrenes overlevelse. Det er imidlertid rikelig med bevis for at&nbsp;<strong>anlegg, vannkraftverk, hytteutbygging og motorvognene som betjener dem<\/strong>&nbsp;\u00f8delegger habitat og adferd. Og likevel vil disse fortsette uhindret. Hvorfor? Fordi vannkraft anses som essensiell, og hyttelivet er politisk ur\u00f8rbart. Norge m\u00e5 innse en hardere sannhet: industrien spiser seg inn i villmarken for hvert \u00e5r som g\u00e5r, og utbredte hytteutbygginger forvandler stille daler til ghettoer av fritidsboliger. P\u00e5 den bakgrunn er det \u00e5 peke ut syklister lite annet enn teater, en m\u00e5te \u00e5 fremst\u00e5 som handlekraftig p\u00e5 uten \u00e5 ta tak i de virkelige \u00e5rsakene. Det handler ikke om \u00e5 redde reinsdyr. Den utgj\u00f8r hjertet av Tour de Dovre, en sykkelrunde som er utviklet med millioner av kroner i statlige og regionale midler. Lokale bedrifter har ogs\u00e5 investert: hytter er oppgradert, g\u00e5rdskafeer er \u00e5pnet, og det er startet opp sykkelutleie og guidetjenester. Sykkel turister kom fra Tyskland, Nederland, Storbritannia og lenger unna. De overnattet, spiste lokalt og spredte utgiftene sine over sm\u00e5 lokalsamfunn. I motsetning til bobiler som har med egne kj\u00f8kken og toaletter, kj\u00f8pte syklistene mat, drakk kaffe og betalte for senger.<\/p>\n\n\n\n<p>N\u00e5, med et pennestr\u00f8k, truer regjeringen med \u00e5 rive alt ned.&nbsp;<em>\u201cVi har bygget alt rundt Tour de Dovre,\u201d<\/em>&nbsp;\u00e9n kabinvert fortalte meg.&nbsp;<em>\u201cHvis syklistene forsvinner, kollapser hele fundamentet.\u201d<\/em><\/p>\n\n\n\n<p>Det er vanskelig \u00e5 ikke se p\u00e5 dette som et svik. Staten oppfordret lokalt n\u00e6ringsliv til \u00e5 satse p\u00e5 sykling, for s\u00e5 \u00e5 snu og true med \u00e5 begrense eller til og med stenge veien som muliggj\u00f8r ruten.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Aursj\u00f8vegen: En vei som allerede er tatt i bruk av industrien<\/h3>\n\n\n\n<p>Aursj\u00f8vegen er annerledes, men ikke mindre forvirrende. Den ble bygget for vannkraftverk. Tunge kj\u00f8ret\u00f8y bruker den fortsatt. Langs kantene ligger det hytter p\u00e5 rekke og rad. Tanken om at syklister skal v\u00e6re de som blir begrenset, mens industri- og hyttetrafikken fortsetter som f\u00f8r, strider mot all logikk.<\/p>\n\n\n\n<p>Her er problemet ikke at det er for mange sykler, det er det motsatte. Syklister er fortsatt relativt f\u00e5. Men de som kommer, bringer med seg historier, bilder og stolthet over \u00e5 ha mestret en av Norges villeste veier. Hvert h\u00f8st tar jegkere med tillatelse rundt&nbsp;<strong>3000\u20133500 villrein<\/strong>&nbsp;i hele Norge var det offisielle tallet i 2024&nbsp;<strong>3 269 dyr<\/strong>&nbsp;If\u00f8lge Statistisk sentralbyr\u00e5 (som ikke inkluderer udokumenterte drap). Jakt er en langvarig kulturell tradisjon i mange bygdeomr\u00e5der, men det er ogs\u00e5 det mest direkte menneskelige presset p\u00e5 reinsdyrbestandene. Kuler dreper langt flere reinsdyr enn turg\u00e5ere, skil\u00f8pere eller syklister noen gang forstyrrer.<\/p>\n\n\n\n<p>Den nye&nbsp;<em>Tiltaksplan for Sn\u00f8hetta villreinomr\u00e5de<\/em>&nbsp;nevner jakt, men bare forsiktig. Forskning viser at rein kan bli forstyrret av mennesker, spesielt under kalving. En turg\u00e5er som kommer for n\u00e6r kan for\u00e5rsake flukt. Motortrafikk, spesielt hvis den stopper eller lager st\u00f8y, kan forstyrre beiting.<\/p>\n\n\n\n<p>Men det er&nbsp;<strong>sv\u00e6rt lite bevis<\/strong>&nbsp;at syklister som sykler p\u00e5 eksisterende grusveier utenom kalvingssesongen for\u00e5rsaker betydelig skade. Norge kan trygge reinsdyrene sine uten \u00e5 stenge syklister ute, ved \u00e5 regulere tung bruk, ta tak i jakt og forvalte tilgangen med presisjon i stedet for grove forbud. Det virkelige presset kommer fra motortrafikk, hytteutbygging, vannkraft og jakt. Disse forblir ur\u00f8rt, mens de letteste brukerne blir straffet. Det er hykleri kledd som milj\u00f8vern.<\/p>\n\n\n\n<p>En slik kortsynthet undergraver tillit, sl\u00f8ser bort investeringer og skader selve ideen om b\u00e6rekraftig turisme.
