Deux des routes de gravier les plus pris\u00e9es du pays, c\u00e9l\u00e9br\u00e9es par les cyclistes et promues comme des mod\u00e8les de tourisme durable, pourraient bient\u00f4t \u00eatre restreintes, voire ferm\u00e9es aux v\u00e9los si le gouvernement <a href=\"https:\/\/www.regjeringen.no\/contentassets\/261edaf87efa407fb414ad956ed9d3e3\/no\/pdfs\/t-1602-b-tiltaksplan-for-villrein-rondane.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">Plan d'action pour la zone de rennes sauvages de Rondane<\/a> est mis en \u0153uvre par les municipalit\u00e9s locales.<\/p>\n\n\n\n<p>\u00c0 premi\u00e8re vue, l'histoire semble simple : des rennes sauvages sont menac\u00e9s et le gouvernement veut les prot\u00e9ger. Mais sous la surface, les d\u00e9tails ne concordent pas. Le calendrier est erron\u00e9. La science est faible. C'est le joyau de la couronne de la&nbsp;<strong>Tour de Dovre<\/strong>, une boucle de 130 kilom\u00e8tres assembl\u00e9e avec des fonds gouvernementaux et commercialis\u00e9e \u00e0 l'international comme une vitrine du tourisme durable. Elle serpente depuis Eikesdalen dans une s\u00e9rie de lacets impossibles avant de traverser un plateau aride balay\u00e9 par le vent. Construite pour le d\u00e9veloppement hydro\u00e9lectrique, elle est devenue une route de p\u00e8lerinage pour les cyclistes amateurs de gravier en qu\u00eate de silence et d'espace.<\/p>\n\n\n\n<p>Ce ne sont pas de simples routes. Ce sont les symboles d'un avenir o\u00f9 le tourisme est discret, o\u00f9 le v\u00e9lo r\u00e9pond aux m\u00e9faits du trafic automobile de masse. L'objectif est noble : stopper le d\u00e9clin des derni\u00e8res populations de rennes v\u00e9ritablement sauvages d'Europe d'ici 2030. Des d\u00e9cennies de pressions dues aux chalets de vacances, aux centrales hydro\u00e9lectriques, \u00e0 la circulation motoris\u00e9e, \u00e0 la chasse, aux zones d'entra\u00eenement de l'arm\u00e9e et au changement climatique ont fragment\u00e9 les routes de migration et r\u00e9duit le succ\u00e8s de la reproduction.<\/p>\n\n\n\n<p>Parmi les mesures propos\u00e9es figurent de nouvelles restrictions d'acc\u00e8s aux personnes. Les routes pourront \u00eatre ferm\u00e9es \u00e0 la circulation g\u00e9n\u00e9rale, le stationnement interdit, le camping banni. Et enfouies dans les d\u00e9tails, deux phrases qui ont provoqu\u00e9 une onde de choc dans la communaut\u00e9 cycliste norv\u00e9gienne : Aursj\u00f8vegen et Grimsdalen devraient \u00eatre partiellement ou totalement ferm\u00e9es aux cyclistes.<\/p>\n\n\n\n<p>La logique ? convaincante. Mais la r\u00e9alit\u00e9 sur le terrain est tr\u00e8s diff\u00e9rente.<\/p>\n\n\n\n<p>La p\u00e9riode la plus sensible pour le renne sauvage est&nbsp;<strong>mi-avril \u00e0 mi-juin<\/strong>, la p\u00e9riode de v\u00ealage. Les perturbations peuvent alors amener les m\u00e8res \u00e0 abandonner leurs veaux ou les troupeaux \u00e0 se disperser. Mais voici le hic : pendant presque toute cette p\u00e9riode,&nbsp;<strong>les routes ne sont m\u00eame pas ouvertes aux cyclistes<\/strong>. Aursj\u00f8vegen et Grimsdalen restent sous la neige jusqu'\u00e0 d\u00e9but juin, n'\u00e9tant d\u00e9neig\u00e9s et ouverts que la premi\u00e8re ou la deuxi\u00e8me semaine du mois. Les rennes recherchent des terrains \u00e9lev\u00e9s et isol\u00e9s pour mettre bas, loin des routes et du contact humain.<\/p>\n\n\n\n<p>Au moment o\u00f9 les v\u00e9los apparaissent, les veaux sont d\u00e9j\u00e0 debout, bien loin du bord de la route. Les rennes ont d'ailleurs tendance \u00e0 \u00e9viter les routes. Et compar\u00e9s au trafic hydro, aux chasseurs ou aux camping-cars, les cyclistes repr\u00e9sentent l'une des menaces les moins importantes.<\/p>\n\n\n\n<p>Il n'y a aucune preuve que l'interdiction d'une poign\u00e9e de cyclistes sur les routes de gravier fera une quelconque diff\u00e9rence pour la survie du renne. Il y a, cependant, beaucoup de preuves que&nbsp;<strong>construction, centrales hydro\u00e9lectriques, d\u00e9veloppement de chalets, et les v\u00e9hicules \u00e0 moteur qui les desservent<\/strong>&nbsp;d\u00e9truisent les habitats et les comportements. Et pourtant, cela continuera sans contr\u00f4le. Pourquoi ? Parce que l\u2019hydro\u00e9lectricit\u00e9 est consid\u00e9r\u00e9e comme essentielle, et la vie en cabane est politiquement intouchable. Interdire le trafic touristique motoris\u00e9 sur l'Aursj\u00f8vegen et le Grimsdalen est une mesure sens\u00e9e en faveur de la durabilit\u00e9, mais cela ne r\u00e9soudra pas les probl\u00e8mes plus profonds. La Norv\u00e8ge doit se confronter \u00e0 une v\u00e9rit\u00e9 plus dure : l'industrie d\u00e9membre davantage de zones sauvages chaque ann\u00e9e, et les d\u00e9veloppements tentaculaires de chalets transforment des vall\u00e9es paisibles en ghettos de r\u00e9sidences secondaires. Dans ce contexte, d\u00e9signer les cyclistes n'est que du th\u00e9\u00e2tre, une fa\u00e7on de para\u00eetre d\u00e9cisif sans s'attaquer aux causes r\u00e9elles. Il ne s'agit pas de sauver les rennes. C'est le c\u0153ur du Tour de Dovre, une boucle cyclable d\u00e9velopp\u00e9e avec des millions de couronnes de fonds nationaux et r\u00e9gionaux. Les entreprises locales ont \u00e9galement investi : des chalets r\u00e9nov\u00e9s, des caf\u00e9s de ferme ouverts, des services de location de v\u00e9los et de guidage lanc\u00e9s. Contrairement aux camping-cars qui apportent leurs propres cuisines et leurs toilettes, les cyclistes achetaient de la nourriture, buvaient du caf\u00e9 et payaient pour leur h\u00e9bergement.<\/p>\n\n\n\n<p>D\u00e9sormais, d'un trait de plume, le gouvernement menace de tout d\u00e9manteler.&nbsp;<em>\u201c Nous avons tout construit autour du Tour de Dovre, \u201d<\/em>&nbsp;Un h\u00f4te de cabine m'a dit.&nbsp;<em>\u201c Si les cyclistes disparaissent, tout le socle s'effondre. \u201d<\/em><\/p>\n\n\n\n<p>Il est difficile de ne pas y voir une trahison. L'\u00c9tat a encourag\u00e9 les locaux \u00e0 parier sur le cyclisme, puis s'est retourn\u00e9 et a menac\u00e9 de restreindre, voire de fermer, la route qui rend possible le parcours.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Aursj\u00f8vegen : Une route d\u00e9j\u00e0 accapar\u00e9e par l'industrie<\/h3>\n\n\n\n<p>Aursj\u00f8vegen est diff\u00e9rent mais tout aussi d\u00e9routant. Il a \u00e9t\u00e9 construit pour des centrales hydro\u00e9lectriques. De lourds v\u00e9hicules l'utilisent encore. Des chalets bordent ses c\u00f4t\u00e9s. L'id\u00e9e que les cyclistes devraient \u00eatre ceux qui sont restreints, tandis que le trafic industriel et celui des chalets continue, d\u00e9fie la logique.<\/p>\n\n\n\n<p>Ici, le probl\u00e8me n'est pas trop de v\u00e9los, c'est le contraire. Les cyclistes sont encore relativement peu nombreux. Mais ceux qui viennent apportent des histoires, des photos et la fiert\u00e9 d'avoir parcouru l'une des routes les plus sauvages de Norv\u00e8ge. La recherche montre que les rennes peuvent \u00eatre d\u00e9rang\u00e9s par les humains, surtout pendant la p\u00e9riode de v\u00ealage.
